Does CareFirst Cover Drug and Alcohol Rehab?

Yes. CareFirst covers medically supervised withdrawal, residential treatment, partial hospitalization, intensive outpatient and outpatient care, and medication for opioid use disorder, as federal parity law requires.

CareFirst is the dominant Blue plan across the Washington and Baltimore region, which means its network largely defines what is realistically available to a large share of people in one of the more densely served treatment markets in the country.

Three Jurisdictions, One Region

Maryland’s Rules

Maryland has been active in this area. State-regulated plans face requirements on covering substance use treatment, and the state has restricted prior authorization for medication treating opioid use disorder. Maryland also runs a certification scheme for treatment programs through its Behavioral Health Administration, which is a meaningful check independent of a facility’s own claims.

Appeals for fully insured Maryland plans run through the Maryland Insurance Administration, and the state’s Health Education and Advocacy Unit assists consumers with appeals at no cost, which is a genuinely useful resource that few people know exists.

The District of Columbia

The District has its own insurance regulation and its own behavioral health system. Residents on Medicaid access addiction treatment through the Department of Behavioral Health, which certifies providers and operates an access helpline.

Continuing outpatient care and medication management after residential treatment are covered. Recovery housing is not a medical benefit.

Coverage for Specific Substances

Fentanyl drives overdose deaths across the region, and the District has had one of the highest overdose death rates of any American jurisdiction, concentrated heavily among older Black men who first used heroin decades ago. That population is poorly served by treatment models designed around younger patients, and it is worth asking a program directly what experience it has.

Alcohol remains the most common substance overall, and the region’s professional workforce presents with it frequently in forms that go unremarked for years. Cocaine contaminated with fentanyl has caused overdoses among people who never intentionally used an opioid.

Concern about confidentiality is the most common reason treatment gets delayed here, and it is largely misplaced: medical privacy rules apply, and addiction treatment records carry protection beyond ordinary medical confidentiality.

Professional licensing bodies in Maryland, Virginia and the District operate assistance programs for practitioners with substance use problems, which are designed to preserve a career rather than end one. Approaching them voluntarily is treated very differently from being referred after an incident.
