Licensing in the United Arab Emirates is split by emirate: Dubai's own health authority licenses providers in Dubai, the Abu Dhabi emirate's health department licenses them there, and the Ministry of Health and Prevention, the federal health ministry, covers private facilities elsewhere.

Rehabilitation centers are among the private facility types the ministry licenses, and Federal Decree-Law No. 30 of 2021 lets health authorities and private establishments set up addiction treatment units.

Can a court send someone to rehab in the United Arab Emirates?

The Public Prosecution in the United Arab Emirates can order a person who uses drugs into a treatment unit under Articles 89 and 92 of Federal Decree-Law No. 30 of 2021.

Courts can also replace certain penalties with placement in a treatment unit for up to one year, under Articles 45 and 46 of the same law.

What visa do I need to come to the UAE for rehab?

Visitors can get a 30, 60 or 90 day tourist entry permit for the United Arab Emirates, extendable up to 120 days, according to the Federal Authority for Identity, Citizenship, Customs and Port Security, the federal immigration authority. A treatment entry permit, sponsored by a licensed facility, needs local health insurance and a medical report.

Does the public health system in the UAE treat addiction?

The Ministry of Health and Prevention, the federal health ministry, states that it provides addiction treatment and rehabilitation through its hospitals, while public hospitals are run by Emirates Health Services, the federal public hospital operator, and by emirate-level health bodies in Abu Dhabi and Dubai.
