Downtown San Diego occupies the flat ground between the bay and Balboa Park, laid out by Alonzo Horton in 1867 when he bought the waterfront and moved the city off the hill at Old Town.

The grid he drew is still there — small blocks, wide streets, and a street plan that has absorbed a century and a half of rebuilding without changing shape.
