About Wolverine Human Services – Vassar
Wolverine Human Services runs its Vassar residential campus at 150 Enterprise Drive, on rural land in Tuscola County, as a 501(c)(3) charitable organization rather than a commercial operator. Every program at this address admits males only, aged 12 to 17, many of them arriving through the courts or other criminal justice referrals, so a family looking for a placement for a girl or for an adult should rule it out now.
Several distinct programs share the Vassar campus, and this record covers that campus rather than Wolverine’s other Michigan sites, which all publish the organization’s (800) 214-6186 line; Vassar itself answers on (989) 823-3040. On site are the Wolverine Growth and Recovery Center, Foundations Behavioral Health at the Pioneer Work and Learn Center, the Clarence Fischer Center for Level 2 youth, the Vassar Shelter and an Intensive Assessment Unit.
Within that mix, the WCARE-R program takes boys diagnosed with substance use or co-occurring mental health disorders, which matters for a young person who would otherwise be split between a behavioral placement and an addiction service. Judith Fischer, BSW, MSW, is chief executive and Dawn Drobrich chairs the board, and licensing sits with the Michigan LARA Bureau of Community and Health Systems. Founder Robert E. Wollack died in 2025.

Treatment Services at Wolverine Human Services
Care at Vassar is residential and non-secure, built around the Wolverine Growth and Recovery Center and its WCARE-R track for boys carrying a substance use or co-occurring mental health diagnosis. Alongside it, Foundations Behavioral Health at the Pioneer Work and Learn Center provides individual therapy, group therapy and group counseling, medical care, and psychological and psychiatric services delivered by contracted clinicians rather than resident staff.
Two further parts of the campus matter to anyone calling in an emergency. The Vassar Shelter offers crisis intervention and short-term placement, while the Intensive Assessment Unit works on emotion regulation skills with boys whose needs are still being worked out. Residential foster care and the Phoenix program sit alongside them, and schooling runs on site so a placement does not interrupt a young person’s education.
Beyond discharge, a Permanency Specialist or Family Worker provides in-home services and post-placement support to the family, which is the organization’s answer to what happens when a boy goes home. Wolverine does not publish an average length of stay, the specific substances it treats, or the diagnoses it accepts, and admissions run through a general referral form to an intake team, so all four are questions for the call.

Wolverine Human Services Address, Location and Contact Information
The campus is at 150 Enterprise Drive, Vassar, Michigan 48768, in Tuscola County, in a rural setting rather than on a city block. Millington lies 6 miles south and Fenton 40 miles south, which gives a sense of how far a visiting family travels, and the organization does not publish visiting hours, so agree times with the program before driving out.
Two numbers reach the organization. The Vassar programs list (989) 823-3040, while (800) 214-6186 is published across all Wolverine locations and is the safer choice if you are not yet sure which site or program fits. Crisis services are part of what this campus offers through its shelter, and referrals are made through the organization’s online form at wolverinehs.org, which routes to an intake team.

How Much Does Treatment at Wolverine Human Services Cost?
Nothing about money is published for the Vassar campus. Wolverine lists no price per day or per month, no insurance carriers, and no position on Medicaid, self-pay or sliding-scale help, so a family cannot budget from the website and should treat the first call as a financial conversation as much as a clinical one, asking what a month costs and what the organization bills for.
Because many placements here begin with a court, school or child welfare referral, the practical question is usually who is paying rather than what the rate is. Ask the intake team whether a referral of that kind carries funding with it, whether Michigan Medicaid is billed for any part of the care, and what a family is expected to cover directly if no agency is involved.
For scale only, statewide private-pay ranges in Michigan run $6,000 to $27,000 a month for residential treatment, $7,500 to $14,000 for a partial hospitalization program, $3,000 to $9,000 for intensive outpatient and $1,200 to $5,000 for standard outpatient care. Those are state-level figures across adult and adolescent providers, not quotes from this campus, and they should not be read as what Wolverine charges.

Wolverine Human Services Reviews
No one has left a review of the Vassar campus on RehabSeekers yet. Until someone does, the record rests on state licensing and federal provider data: Wolverine is licensed through the Michigan LARA Bureau of Community and Health Systems, carries national provider identifier 1871831750, and is registered as a private non-profit charitable organization headed by chief executive Judith Fischer, BSW, MSW.
Wolverine states that it holds COA accreditation, and because that accreditor publishes no searchable directory, the claim is not traceable independently, so a caller who cares about accreditation should ask for the current certificate and its expiry date. No license number is published for the campus either. If you have had a child placed here, a first-hand review would tell the next family far more than a register entry.
