New Hampshire Medicaid covers substance use treatment through the member’s Medicaid Care Management plan, AmeriHealth Caritas New Hampshire, NH Healthy Families or WellSense Health Plan, and that plan decides which levels it authorizes. 95 of the 100 facilities listed in New Hampshire accept it.

The state publishes no list of covered levels of care. What is published is parity: a plan may not place limits on substance use services that it does not apply to medical and surgical care (New Hampshire DHHS, Medicaid Mental Health and Substance Use Disorder Parity).

Licensing, accreditation and how to check a New Hampshire rehab

Are rehabs in New Hampshire licensed?

Yes for residential programs and opioid treatment programs, but not for the rest. The Health Facility Licensing Unit licenses and inspects substance use disorder residential treatment facilities under RSA 151, and opioid treatment programs are certified under rule He-A 304. The older rules covering all substance use providers have expired.

Those rules, He-A 301 and He-A 302, are listed as expired (New Hampshire General Court, He-A chapter index). The licensing unit charges per bed, and the NH Drug and Alcohol Treatment Locator lists services, not licenses.

Accreditation is separate and voluntary, and it carries more weight where programs hold no license. Joint Commission accredited rehabs have passed an outside survey of charts, staffing and safety. CARF accredited programs have passed a similar review built around rehabilitation services. A SAMHSA listing is only a registration.

How to check a New Hampshire rehab license in five steps

Work out the route first: residential programs hold an RSA 151 facility license, methadone programs a He-A 304 certification, outpatient-only programs neither.
Call the Health Facility Licensing Unit on (603) 271-9039 and ask whether the facility is licensed and for how many beds. No register is published.
Ask which license the program holds, and for which levels. A site offering residential care and methadone needs both.
Read a locator listing as a service entry, not proof of a license, and check whether it is an agency or one practitioner.
For sober living, ask whether the house is on the voluntary registry.

Setting and surroundings: where New Hampshire rehabs are

Every distance here is a straight line from stored coordinates. Manchester listings sit about 2.1 miles from the Piscataquog River and about 3.8 miles from Manchester-Boston Regional Airport, at about 270 feet.

Nashua listings are described as low lying, about 4.4 miles from Wildcat Falls, with the nearest town given as Hollis, 4.9 miles off. Concord listings are rural, about 3.8 miles from the Soucook River and 16 miles from the Pawtuckaway Mountains.

Substance use in New Hampshire: what the data shows

New Hampshire’s fall is among the steepest anywhere. Overdose deaths ran at 484 in the 12 months ending December 2022, 430 a year later and 282 in the 12 months ending December 2024, down 41.7% (CDC provisional counts, December 2022 and December 2024 windows).

The decline has since flattened rather than reversed, at 250 deaths for the 12 months ending May 2025 and 243 for the 12 months ending May 2026 (CDC provisional counts, 12 months ending May 2026). The state’s own reporting runs through the Drug Monitoring Initiative, which pools public health, law enforcement and emergency medical data, and no figure from it is quoted here (New Hampshire Department of Health and Human Services, Drug Monitoring Initiative viewer).

About 223,000 residents aged 12 or older, 18.12%, had a substance use disorder in 2023 to 2024 (SAMHSA NSDUH 2023–2024 state tables). Treatment reached 41,000 people in 2024, while 185,000 of those needing it went without, 82.06% of that group. Around 100,000 adults had a co-occurring disorder, and 67 listed facilities treat both together.

Are overdose deaths in New Hampshire still falling?

Yes, but slowly. The 12 months ending May 2026 recorded 243 deaths against 250 a year earlier, a fall of 2.8%, after two years in which the count dropped by more than 200 (CDC provisional counts, May 2025 and May 2026 windows). These are provisional figures, and recent windows can be revised upward as certificates are completed.
