Cook Children’s CHIP is the Children’s Health Insurance Program coverage offered by Cook Children’s Health Plan in North Texas. CHIP itself is a joint federal and state program for uninsured children under 19 whose families earn too much to qualify for Medicaid, run by each state under its own rules. In Texas a family chooses a health plan from those available in its service area, and Cook Children’s Health Plan is one of those choices. For a family looking at mental health or substance use treatment for a child, the plan name printed on the card is what decides which admissions team to call and who authorizes the care.

The distinction that matters on this page is scope. Cook Children’s Health Plan is a community-based plan affiliated with Cook Children’s Health Care System rather than a national insurer, and it serves a single service area: Wise, Denton, Parker, Tarrant, Hood and Johnson counties. It has served that area since 2000, and it runs four program lines there — CHIP, CHIP Perinatal, STAR and STAR Kids. A child in CHIP and a child in STAR may both carry a Cook Children’s card, and the benefit rules behind the two cards are not the same.

This guide covers what the plan is and who runs it, the counties and plan lines it serves, who qualifies, what CHIP has to cover for mental health and substance use treatment, what a Texas family pays in enrollment fees and copays, how the plan differs from the other Texas children’s hospital plans it is often confused with, and the numbers that reach a clinician at any hour.
