Texas CHIP is the state’s Children’s Health Insurance Program: low-cost coverage for uninsured children 18 and younger whose families earn too much to qualify for Texas Medicaid. It is a separate CHIP, meaning Texas designs the benefit package itself rather than folding these children into Medicaid, and it is delivered through managed care. A family does not deal with the state day to day; it deals with the health plan it picked, and that plan is the one that authorizes a child’s substance use or mental health treatment.

Which plan a family can pick is decided by geography. Texas is carved into thirteen service areas, and the CHIP plans available differ in each one, so the name on a child’s card in Harris County is rarely the name on a card in Lubbock or Tarrant. That one fact drives everything else on this page: the covered levels of care, the prior authorization list, the behavioral health phone number and the drug rules all live with the plan rather than with the program.

This guide covers what Texas CHIP is and who runs it, which health plans serve which service areas, who qualifies and how CHIP Perinate differs, what the program has to cover for addiction treatment, the authorization rules the Texas plans publish, the enrollment fee and copays a family pays, and how Texas CHIP relates to Texas Medicaid.
