Community Health Choice was created by the Harris Health System and remains a not-for-profit serving the Houston region. It offers Texas Medicaid and CHIP alongside marketplace plans, and which of those you hold changes almost everything about how you reach treatment.

Texas Eligibility

The Texas Health and Human Services Commission funds substance use treatment for people without coverage through contracted providers, with services delivered on a sliding scale and priority given to pregnant women and people who inject drugs. That is the front door for anyone uninsured, and it is not a lesser route.

Marketplace coverage is the other option, and Community Health Choice sells it. In a non-expansion state the threshold effect is real: earning above the poverty level opens subsidised coverage that is unavailable below it, which is counterintuitive and worth checking rather than assuming.

Harris Health also operates a public hospital system serving county residents regardless of ability to pay, which includes behavioral health services.

Withdrawal Management

Covered where dependence is physical. Alcohol and benzodiazepine withdrawal carry seizure risk, and emergency care applies regardless of coverage status, which matters in a region where many people seeking help are uninsured.

Residential Treatment

Covered under Medicaid where the state benefit provides it and under marketplace plans subject to authorization. Houston has reasonable capacity by Texas standards; the surrounding rural counties have far less.

Outpatient and Intensive Outpatient

Continuing outpatient care, medication management and peer support are covered. Texas operates a certification scheme for recovery housing, and checking that status before moving into a house is worthwhile.

Hurricanes and Disruption

The Gulf Coast is repeatedly disrupted by storms and flooding, and the aftermath produces displacement, lost work, damaged homes and trauma. Relapse and new-onset drinking both rise after events of that kind, and treatment already underway gets interrupted.

Behavioral health services expand after federally declared disasters, sometimes with dedicated funding. If your circumstances changed because of a storm, say so when seeking help, because it may open services that are not otherwise obvious. And if you are on medication, having more than a few days supply and a copy of your prescription is worth arranging before hurricane season rather than during it.
