Why Trust RehabSeekers.com?

RehabSeekers is an independent behavioral health directory covering drug and alcohol addiction and mental health treatment providers.

Every listing has a source: an official register, a licensing record, or details the facility sent us.

Credentials shown honestly. Accreditation, licensing and registration listed separately.

Reviews shown exactly as written. Never edited, never removed because a facility asked.

No commission, no referral fees. Nothing a facility pays for changes where it appears.

Contact details always go direct. Calls reach the facility itself, never a call centre.

Common questions

Answered from what is listed here.

Is the World Trade Center Health Program health insurance?

No. The World Trade Center Health Program is a federal program run by NIOSH, part of the CDC, paying for monitoring and treatment of health conditions certified as 9/11-related in responders and survivors. It is not general coverage, and every member must keep primary medical and pharmacy insurance.

Care for conditions the Program has not certified, and any care received before certification, is left to your own health plan to pay for.

Federally Funded Rehabhttps://rehabseekers.com/payment/state-funded/federally-funded/
Does the World Trade Center Health Program cover rehab?

Yes, within limits. Substance use disorder sits on the Program's list of covered mental health conditions, so once the condition is certified as 9/11-related, treatment can include acute hospitalization services and specialty outpatient treatment from a Program-affiliated provider. Residential treatment for substance use disorder is not covered.

Certification follows an exam by a Participating Provider, who submits the request; the standard is that 9/11 exposures likely played a significant role in the condition.

Outpatient Rehabhttps://rehabseekers.com/programs/outpatient/
Does the World Trade Center Health Program cover residential rehab?

No, residential rehab is not covered. The 2025 Member Handbook states that residential treatment for substance use disorder is not covered and that the Program does not cover residential treatment for mental health care. Medically necessary inpatient hospital care for a certified condition is covered.

Inpatient coverage includes a semi-private room, meals, general nursing and drugs given during the stay. Emergency care for a certified condition needs no pre-authorization.

The World Trade Center Health Program is not an insurer. It is a federal program run by the National Institute for Occupational Safety and Health, part of the Centers for Disease Control and Prevention, that pays for monitoring and treatment of health conditions certified as related to the September 11 attacks. It serves responders and survivors who were in the dust, or who lived, worked or went to school in the New York Disaster Area.

That wording decides everything about addiction treatment. Substance use disorder sits on the Program’s list of covered mental health conditions, alongside PTSD, major depressive disorder, panic disorder and the rest. Once that condition is certified as WTC-related and care comes from a Program-affiliated provider, the member pays nothing. Care given before certification, care for a condition that was never certified, and care from an unaffiliated clinic fall outside the Program, which is why every member is required to keep primary health insurance with both medical and pharmacy coverage.

The Program was created by the James Zadroga 9/11 Health and Compensation Act, signed in January 2011, with medical benefits starting on July 1, 2011 and authorization running to 2090. The guide below covers which levels of care are paid for and which are specifically excluded, how certification and authorization work, what the member’s share comes to, how medication is handled through Express Scripts, and how to find a program the Program will actually pay.
