Partial Hospitalization Programs (PHP) in Alabama

Partial hospitalization for substance use in Alabama is structured day treatment: several hours of care on most weekdays, then home or a recovery residence at night. Hospitals around the state also run mental-health-only programs under the same PHP name. This page explains what addiction-focused PHP involves, where it sits between outpatient and residential care, and how payment works in Alabama.

Alabama’s PHP listings are mostly in towns rather than large urban cores, and 84 percent are within 25 miles of a river, most often the Coosa. Listings come from government treatment registers, state licensing records, accreditor listings and the providers’ own submissions.

Common questions about PHP

Answered from what is listed here.

Where are PHP programs in Alabama?

Partial hospitalization programs in Alabama cluster around Emerald Mountain, Jasper, Greenville, Tillmans Corner and Mobile, the places where listings for this level of care gather in the state. Montgomery, Huntsville and Mobile are the larger cities nearby for anyone wanting a program in a larger city.

Because partial hospitalization means spending a large part of the day in treatment on weekdays, daily travel time from home is worth checking before choosing a location among these places.

Rehab Centers in Jasperhttps://rehabseekers.com/locations/us/alabama/jasper-al/
Is partial hospitalization covered by Alabama Medicaid?

Ask the program whether it is certified by the Alabama Department of Mental Health, because certified providers bill Alabama Medicaid directly on a fee-for-service basis. Most of the partial hospitalization programs in Alabama record accepting Alabama Medicaid, and the Alabama Coordinated Health Network offers care coordination across seven regions.

Rehab Centers in Alabama That Accept Alabama Medicaidhttps://rehabseekers.com/locations/us/alabama/alabama-medicaid/
Are there PHP programs near a river in Alabama?

Most of the partial hospitalization programs in Alabama have a river within 25 miles, and the median distance from listed facilities to the nearest river is about 12.4 miles. The Coosa River, Elk River and Toe River are the rivers named in the listings, with each distance measured from the program's own address.

Rehab Centers Near Rivershttps://rehabseekers.com/attractions/rivers/

What is a partial hospitalization program for substance use in Alabama?

A partial hospitalization program for substance use disorder in Alabama is day treatment at level 2.5 of the American Society of Addiction Medicine’s placement guide, usually adding up to about 20 or more hours of clinical services a week. You go home each evening. The Alabama Department of Mental Health uses the same level 2.5 label in its billing manual.

A typical week combines group therapy, individual counseling, medication management and regular medical and psychiatric review. Each program splits those weekly hours differently, frequently over five weekdays, so asking for a sample daily schedule helps. Day treatment usually suits people who need daily structure but can manage nights without medical watch and have somewhere safe to sleep.

Many hospital programs that appear in Alabama searches treat mental health conditions only. Those programs set their own day length and length of stay, and their schedules do not describe addiction care. When you call, ask whether the program treats substance use disorders and at which level of the American Society of Addiction Medicine’s guide.

Alabama Medicaid can pay for services from providers certified by the state, though Alabama has not adopted adult Medicaid expansion. Medicare Part B can pay for this level when it is delivered by a hospital outpatient department or a community mental health center and a doctor certifies the need. Private plans may require prior authorization at this level.

How is PHP different from IOP and residential treatment?

PHP sits between intensive outpatient and residential care. It has more weekly hours than IOP, but you sleep at home or in a recovery residence instead of on site. The table below uses ASAM levels and adult rates from the ADMH contract billing manual effective July 1, 2026.

Level of careWeekly hoursNightsADMH contract rate
Outpatient (level 1)Under 9Home$112.29 per individual session
IOP (level 2.1)9 or moreHomeNot shown here
PHP (level 2.5)About 20 or moreHome or recovery residence$195.00 per hour
Residential (levels 3.5 and 3.7)24-hour settingOn site$122.40 or $147.90 per day

Partial hospitalization usually fits people who need daily structure and close monitoring, are medically stable overnight, and have a safe place to stay. PHP can also be a step down after a residential stay, or a step up when IOP isn’t enough. Placement is decided by a level-of-care assessment from intake staff, not by the program’s label.

How many hours a day is PHP, and how long does it last?

PHP for substance use adds up to about 20 or more hours a week, and the length of a stay comes from ongoing assessment, not a fixed calendar. Programs divide those hours in their own way, often across five weekdays, so ask for a sample daily schedule before you start. The treatment team reviews progress as you go. As needs ease, you move to IOP or outpatient care. If needs grow, you move to a higher level.

Getting to the program every day matters in a state where about seven in ten listed PHPs are in towns and the rest are in rural areas. Ask whether the program helps with rides, and whether you’ll stay at home or in a recovery residence. Alabama has no state law licensing sober homes. The Alabama Alliance for Recovery Residences offers voluntary certification to national NARR standards, working with ADMH.

Does withdrawal care need to come first?

Medically managed withdrawal may need to come first, and an assessment is how you find out. Stopping alcohol, benzodiazepines or some opioids can cause symptoms that need 24-hour medical watch, which a day program doesn’t provide. ADMH lists level 3.7-WM withdrawal management as a separate service, and many people move from it straight into PHP.

Will Alabama Medicaid, Medicare or private insurance cover PHP?

Alabama Medicaid can pay for substance use services from ADMH-certified providers. Whether a specific PHP is covered depends on the program and your assessed need, so ask the admissions team before you enroll. The Alabama Medicaid Agency runs the program, and certified providers bill it directly. Alabama has not adopted the adult Medicaid expansion, so many working-age adults won’t qualify. Programs that take Medicaid say so on their listings. Without coverage, ADMH contracts with certified providers for state-funded care. Pregnant women get priority admission at all certified providers.

Medicare Part B can pay for partial hospitalization delivered through hospital outpatient departments and community mental health centers when a doctor certifies the need. Ask whether a given substance use PHP bills Medicare that way. Private plans fall under federal parity law, which generally bars stricter limits on addiction care than on comparable medical care. Ask your insurer about prior authorization for level 2.5.

How do you narrow down PHP listings in Alabama?

Start by looking up each program’s state certification, then compare services, payment and location. The ADMH Office of Certification certifies substance use providers under Alabama Administrative Code chapter 580-9-44, and ADMH offers a provider search on its website. Listings show co-occurring mental health care, insurers, languages and populations served wherever providers supplied those details. Co-occurring care matters because ADMH-funded co-occurring programs operate in only 10 counties. You can browse dual diagnosis programs separately.

Birmingham-Shuttlesworth International and Montgomery Regional are the most common nearest airports for Alabama PHPs, at a median of 25.9 miles. Wetumpka Falls is the waterfall most often within 25 miles, and nearby rivers are a common feature of program settings. For other options across the state, see all Alabama listings. If you’re in crisis, call or text 988, or call the ADMH 24/7 Helpline at 844-307-1760, which is staffed by peers from R.O.S.S.
