County Run Rehab: How County Systems Work

Local government runs a large share of publicly funded treatment, usually through a county behavioral health department or a community clinic. These programs exist to serve residents regardless of ability to pay, which often means sliding scale fees, Medicaid billing and grant supported slots.

Eligibility usually turns on where you live, and waiting lists are common for residential beds. Ask about residency proof, income documentation and how the intake assessment is scheduled. Priority access often exists for pregnant women and people who inject drugs. Contact programs directly to check current openings.

Why Trust RehabSeekers.com?

RehabSeekers is an independent behavioral health directory covering drug and alcohol addiction and mental health treatment providers.

Every listing has a source: an official register, a licensing record, or details the facility sent us.

Credentials shown honestly. Accreditation, licensing and registration listed separately.

Reviews shown exactly as written. Never edited, never removed because a facility asked.

No commission, no referral fees. Nothing a facility pays for changes where it appears.

Contact details always go direct. Calls reach the facility itself, never a call centre.

Common questions

Answered from what is listed here.

What is a county run rehab?

A county run rehab is a substance use treatment program that a county government operates, funds or contracts for as part of a local public system. Ohio, for example, describes its behavioral health system as county-operated and state supervised, with area boards that plan, evaluate and fund addiction services locally.

Counties often contract with outside providers rather than staffing every service themselves, so the program you attend may be run by a nonprofit under a county contract.

State Run Rehabhttps://rehabseekers.com/type/state-run/
Which states run addiction treatment through counties?

California, Ohio and Pennsylvania all deliver publicly funded addiction treatment through county structures. California counties operate behavioral health agencies serving low-income residents, Ohio uses area behavioral health boards, and Pennsylvania administers local drug and alcohol services through county offices called Single County Authorities.

Minnesota used counties and Tribes to authorize publicly paid treatment through its Rule 25 process until that route ended on June 30, 2022.

Rehabs in Californiahttps://rehabseekers.com/locations/us/california/
What is a Single County Authority in Pennsylvania?

A Single County Authority is the county drug and alcohol office designated to plan, coordinate and evaluate local drug and alcohol services and to oversee the services it funds. The Pennsylvania Department of Drug and Alcohol Programs funds each one through a grant agreement and monitors the network centrally.

Some SCAs cover several counties as a nonprofit corporation whose board is appointed by the county commissioners of each county involved.

A county run rehab belongs to a local government system of care: the county plans, funds or contracts for substance use treatment in its own territory. In practice that means the first phone call goes to a county office or access line, the assessment follows county procedures, and the funding often comes from a budget the county board controls.

The county’s role is what makes this page different from state run treatment. In the states reviewed for this page, the license and the big grants sit with a state agency, while the county is the planner, contractor and, in California’s Medicaid model, the body that authorizes each admission. Counties rarely staff every service themselves; they buy it from local providers and remain the door you walk through.

Below is how county systems are built in California, Ohio, Pennsylvania and, historically, Minnesota; who qualifies for county-funded care; the step-by-step path from phone call to placement; what the care costs against national market rates; and the fastest routes to your own county’s office.
