Common questions

Answered from what is listed here.

What is OhioRISE?

OhioRISE, short for Resilience through Integrated Systems and Excellence, is Ohio Medicaid's statewide specialized managed care program for children and youth under 21 with complex behavioral health needs. It covers and coordinates mental health and substance use care, and it launched on July 1, 2022.

Aetna Better Health of Ohio runs the program under contract with the Ohio Department of Medicaid, and nearly 50,000 youth had been served by mid-2025.

Medicaid Rehabhttps://rehabseekers.com/insurance-accepted/medicaid/
Is OhioRISE the same as Aetna?

No, OhioRISE is the state program and Aetna Better Health of Ohio is the single plan the Ohio Department of Medicaid contracted to run it. Aetna Better Health is Aetna's Medicaid brand, and Aetna has been part of CVS Health since November 28, 2018.

Aetna's other Ohio Medicaid product, the MyCare Ohio plan, ended December 31, 2025. OhioRISE continues, and a youth in MyCare Ohio cannot enroll in it.

Medicaid Rehabhttps://rehabseekers.com/insurance-accepted/medicaid/
Who is eligible for OhioRISE?

Eligibility requires a child or youth under 21 who qualifies for Ohio Medicaid, either managed care or fee-for-service, is not in MyCare Ohio, and has either a qualifying CANS assessment, a recent inpatient psychiatric hospitalization or a recent psychiatric residential treatment facility stay.

A youth admitted to a hospital with a primary substance use disorder diagnosis qualifies through that inpatient pathway, and enrollment starts the first day of the month the criteria are met.

OhioRISE is Ohio Medicaid’s statewide specialty managed care plan for behavioral health, run by Aetna Better Health of Ohio under contract with the Ohio Department of Medicaid. For a Medicaid-eligible child or young adult under 21 with complex behavioral health needs, it is the plan that pays for mental health and substance use treatment and coordinates it.

It does not replace the rest of a young person’s Medicaid coverage. Physical health, dental, vision and emergency department care stay with the Ohio Medicaid managed care organization or with fee-for-service Medicaid, and the member ID card shows both. OhioRISE sits on top for behavioral health, which is why a family can hold two cards and why admissions teams ask to see both.

The program launched July 1, 2022 with around 5,500 children enrolled on day one, and the Governor’s office reported nearly 50,000 youth served by the three-year mark. This guide covers which levels of addiction treatment OhioRISE pays for, where prior authorization applies, what a family pays, how medication is handled between the plan and the state pharmacy benefit, and how to find a program that contracts with the plan.
