Medicaid PHP Coverage

Partial hospitalization runs like a hospital day and sends you home at night. Expect clinical hours across most weekdays, psychiatric oversight and daily group work. Programs here record day treatment alongside Medicaid acceptance, putting an intensive level of care within reach without residential billing.

Schedules and transport are the practical sticking points. Some plans cover rides to appointments, some sites run shorter days, and starting hours differ enough to matter if you work or have children at home. Ask about both when you compare what is listed.

Why Trust RehabSeekers.com?

RehabSeekers is an independent behavioral health directory covering drug and alcohol addiction and mental health treatment providers.

Every listing has a source: an official register, a licensing record, or details the facility sent us.

Credentials shown honestly. Accreditation, licensing and registration listed separately.

Reviews shown exactly as written. Never edited, never removed because a facility asked.

No commission, no referral fees. Nothing a facility pays for changes where it appears.

Contact details always go direct. Calls reach the facility itself, never a call centre.

Common questions

Answered from what is listed here.

Does Medicaid cover PHP for substance use?

Yes, in most states. In KFF's July 2022 survey of fee-for-service Medicaid for adults, 34 states covered ASAM level 2.5 partial hospitalization, 11 did not and 6 did not report. Where fee-for-service does not cover it, a managed care plan may still offer it as an in-lieu-of service.

Coverage rules sit with each state, so the benefit may be named day treatment or high intensity outpatient rather than partial hospitalization.

Medicaid Rehabhttps://rehabseekers.com/insurance-accepted/medicaid/
What is a partial hospitalization program for addiction?

A partial hospitalization program is structured daytime treatment of about 20 or more hours a week, ASAM level 2.5, delivered in an outpatient setting while you return home at night. Virginia's Medicaid rule requires at least 20 hours a week, five service hours on each service day, and emergency services available around the clock.

Virginia lists individual and group psychotherapy, substance use counseling, medication management, education groups and occupational and recreational therapy as the planned format.

Partial Hospitalization Program (PHP)https://rehabseekers.com/programs/outpatient/php/
Which states do not cover PHP under Medicaid?

Eleven states reported no fee-for-service coverage of ASAM 2.5 in KFF's 2022 survey: Colorado, Florida, Illinois, Kansas, Louisiana, Massachusetts, Nebraska, Pennsylvania, Texas, Washington and Wyoming. Florida and Texas both reported that managed care plans may offer partial hospitalization as an in-lieu-of service instead.

State plans change, and Colorado's Medicaid agency now lists level 2.5 within its substance use continuum, so check with the state before assuming a gap.

Partial hospitalization, printed as PHP on most benefit lists, is structured day treatment for a substance use disorder that runs at least 20 hours a week while someone keeps sleeping at home. In the ASAM Criteria it is level 2.5, and Alaska’s Medicaid training materials describe it as the step for someone who does not meet an inpatient level of care but still needs intense monitoring in a structured outpatient setting. Emergency help has to be reachable by telephone around the clock when the program is not in session.

Whether Medicaid pays for it is a state question rather than a federal one, and that is the whole hinge of this page. Inpatient hospital, outpatient hospital and physician services are the behavioral health services every state has to cover; partial hospitalization reaches a member through a state’s rehabilitation option or its outpatient benefit, and a state may leave both out. In a July 2022 survey of fee-for-service Medicaid for adults, 34 states covered level 2.5, 11 did not and 6 did not report.

This guide covers which states reported no fee-for-service coverage and what they offer instead, what a Medicaid-funded day program has to deliver each week, how long an authorization runs, what a member pays, where prior authorization and service authorization apply, how a cut in days is appealed, and how to reach a program that bills a state Medicaid agency.
