NYSHIP is the New York State Health Insurance Program, covering state and participating local government employees, retirees and their families. Its main offering, The Empire Plan, covers addiction treatment across medical detox, inpatient rehabilitation, outpatient and intensive outpatient care through a designated behavioral health administrator.

New York’s rules apply here, and they are among the strongest in the country. Insurers must use state-designated criteria when making level of care decisions, certification of a program by the state addiction services office matters, and prior authorization is restricted for medication treating opioid use disorder.

No, NYSHIP is the New York State Health Insurance Program and The Empire Plan is its main option, a self-insured PPO covering over 1 million of NYSHIP's roughly 1.2 million members. Everyone else chooses a regional NYSHIP HMO serving their county.

Yes, medically necessary detoxification is a covered level of care under The Empire Plan's Mental Health and Substance Use Program. At a network facility an inpatient stay, including detox, is paid in full with no copayment. Call 1-877-769-7447 and choose option 3 first.

At a New York program certified by OASAS and in network, 28 days per level of care is registered rather than preauthorized when the facility notifies Carelon within two business days of admission.

What NYSHIP Covers

The New York State Health Insurance Program provides coverage to employees and retirees of New York State, participating public authorities, and many local governments and school districts across the state. The Empire Plan is its principal offering, and most NYSHIP members hold it.

Addiction treatment is covered: medically supervised withdrawal, inpatient rehabilitation, residential care, partial hospitalization, intensive outpatient and outpatient counseling, alongside medication for opioid use disorder.

Use the Behavioral Health Number

The Empire Plan administers its mental health and substance use benefit through a designated behavioral health program with its own network and its own phone number, separate from the medical and hospital programs. That number is where a rehab admission is authorized. Calling the general line means being transferred.

New York’s Protections

New York regulates addiction treatment coverage more tightly than most states. Insurers must use criteria designated by the Office of Addiction Services and Supports when reviewing substance use treatment rather than criteria of their own devising, and there are statutory limits on how early utilization review may be applied to inpatient addiction care.
