No, but they are related. PerformCare is the behavioral health member of the AmeriHealth Caritas Family of Companies, which it joined in 2008. PerformCare is a behavioral health management company rather than a general health insurer. In Pennsylvania it is the behavioral health plan for HealthChoices, the state’s Medical Assistance (Medicaid) program, in seven counties. In New Jersey it is the contracted system administrator for the Department of Children and Families’ Children’s System of Care, the single point of access to behavioral health, intellectual and developmental disability services and substance use treatment for youth.

That split decides how treatment is arranged. A HealthChoices member in Lancaster or Dauphin County holds a behavioral health benefit that PerformCare authorizes and pays, while physical health care sits with a separate plan entirely. A family in New Jersey calls PerformCare for an authorization and a referral; PerformCare states that it is not a direct service provider and does not bill for the services it refers to, and the care itself is funded by Medicaid/NJ FamilyCare, commercial insurance or self-pay.

Does PerformCare Cover Drug and Alcohol Rehab?

Yes. The Pennsylvania member handbook lists drug and alcohol outpatient services, methadone maintenance, hospital-based rehabilitation and withdrawal management, non-hospital detoxification, non-hospital rehabilitation, halfway house, partial hospitalization and medication-assisted treatment. In New Jersey, PerformCare authorizes six ASAM levels of substance use treatment for eligible youth.

Two Pennsylvania rules shape what is available locally. The handbook notes that non-hospital detoxification, non-hospital rehabilitation and halfway house availability varies by county, and that services not listed as in-plan or as supplemental services are outside the benefit. The handbook also states that all children can get help for an alcohol or drug problem without a parent’s or guardian’s permission.

Which PerformCare applies to you? In Pennsylvania it covers Cumberland, Dauphin, Franklin, Fulton, Lancaster, Lebanon and Perry counties only, with the Capital Area Behavioral Health Collaborative overseeing five of them and the Tuscarora Managed Care Alliance overseeing Franklin and Fulton. What Does PerformCare Pay For at Each Level of Care?

Level of care is matched to clinical need at assessment using ASAM criteria, which Pennsylvania adopted for adult substance use placement on 1 July 2018 when the state moved away from the older PCPC standard. New Jersey clinicians licensed as LCADCs apply the same placement criteria for youth.

Medical Detox

Pennsylvania covers medically managed intensive inpatient withdrawal management in a hospital and non-hospital detoxification, with availability of the non-hospital setting varying by county. A withdrawal management notification form has been used since 2018 rather than a standard request. In New Jersey, Level 3.7WM withdrawal management is authorized for an initial five days, or ten days for benzodiazepines, and detox centers take youth from all 21 counties.

Residential and Inpatient

Hospital-based rehabilitation, non-hospital residential rehab and halfway house care are all in the Pennsylvania benefit, with rehabilitation and halfway house stays requiring prior authorization and concurrent review. New Jersey authorizes short-term residential at Level 3.7 for 60 days and long-term residential at Level 3.5 for 90 days, each renewable, and co-occurring treatment has been part of every residential substance use program in the system since 1 July 2015.

PHP, IOP and Outpatient

Substance use partial hospitalization needs prior authorization in Pennsylvania. Since 1 April 2022 a substance use intensive outpatient authorization runs six months and 494 units, replacing the old four-week block. Drug and alcohol outpatient services and methadone maintenance are not listed among the services needing authorization, and telehealth by videoconference is covered with the choice between video and face-to-face sessions left to the member. New Jersey authorizes outpatient and intensive outpatient for 90 days initially and partial care at Level 2.5 for six months.

Does PerformCare Need Prior Authorization for Rehab?

Yes for drug and alcohol rehabilitation, halfway house and partial hospitalization in Pennsylvania, and for every substance use service in the New Jersey Children’s System of Care. Emergency services need no prior authorization. PerformCare responds to a request within two business days where it holds enough information to decide.

Medical necessity in Pennsylvania rests on ASAM criteria plus Appendix S and Appendix T of the HealthChoices contract between the county and the Department of Human Services, both posted on the provider site. Elective and urgent inpatient admissions always need authorization, there is a prior authorization lookup tool by CPT and HCPCS code, and the utilization management line is 1-888-700-7370. Because the service-by-service appendix of the provider manual is not published in full, the admissions team should state which request form it is filing and when.

How Does a Family Reach Youth Treatment Through PerformCare in New Jersey?

By calling PerformCare on 1-877-652-7624, which answers 24 hours a day, seven days a week. Referrals can also come from the Division of Child Protection and Permanency, Juvenile Court, county coordinators, Mobile Response, care management organizations or provider agencies, and a family can self-refer. The youth must consent to substance use treatment unless a court has ordered it.

Initial services are authorized without regard to income, private coverage or Medicaid eligibility, though families are asked to apply for Medicaid/NJ FamilyCare because it funds most of the system, and a care manager or mobile response worker helps with that application. Mobile Response and Stabilization Services can reach the home within one hour of notification and stay involved for up to eight weeks. Treatment records are held under federal substance use confidentiality rules and HIPAA, so a parent cannot see them without the youth’s consent.

Going outside the network. In Pennsylvania, care from a non-participating provider always needs prior authorization and is covered only where fewer than two in-network providers are available in the member’s area, or in an emergency, which needs none. New Jersey has no contracted out-of-state substance use providers, so out-of-state treatment for a youth is private pay or commercial insurance.

How Much Does Rehab Cost With PerformCare?

For a HealthChoices member in the seven Pennsylvania counties, nothing: the handbook sets out no copayments for behavioral health and network providers may not bill a member for covered services. In New Jersey the call costs nothing and treatment funded through the Children’s System of Care carries no charge, while other services are billed to Medicaid/NJ FamilyCare, commercial insurance or self-pay.

Enrollment in Pennsylvania is automatic once someone in one of the seven counties is eligible for Medical Assistance, with eligibility kept through the County Assistance Office and PA Enrollment Services on 1-800-440-3989, TTY 1-800-618-4225. Those are the sums a program would bill with no coverage behind it. Under HealthChoices the member share for an in-plan service is nothing, which is why the authorization and the network question decide the bill rather than the sticker price.

Does PerformCare Cover Suboxone, Methadone and Other Addiction Medication?

Methadone maintenance is covered by PerformCare itself in Pennsylvania, so a methadone clinic bills the behavioral health plan. Suboxone and buprenorphine, Vivitrol and other medications for opioid dependence are prescribed by PerformCare network providers but paid for by the member’s physical health plan, which also covers most outpatient medication used in behavioral health care.

Where the Prescription Is Billed

Physical health care under HealthChoices comes from a separate physical health MCO, or from a Community HealthChoices MCO for anyone in that program, and the handbook defines medication-assisted treatment as the use of methadone, Suboxone or Vivitrol for opioid dependence.
