Does BadgerCare Plus Cover Rehab in Wisconsin?

Yes. BadgerCare Plus covers drug and alcohol rehab in all 72 Wisconsin counties, and the Department of Health Services lists alcohol and other drug care as a covered benefit next to mental health services. The state’s Section 1115 waiver names the full range of Wisconsin drug and alcohol rehabs it funds, from outpatient counseling to residential and inpatient treatment.

BadgerCare Plus is the Medicaid program as Wisconsin runs it, through the Department of Health Services, with cards, claims and member services under the ForwardHealth name. Wisconsin has not adopted the federal Medicaid expansion; adults without dependent children qualify up to 100 percent of the poverty level under the BadgerCare Reform waiver, extended through December 31, 2029.

Which HMOs run BadgerCare Plus in 2026?

BadgerCare Plus has thirteen HMOs on the state list from June 2026. Anthem Blue Cross and Blue Shield, MHS Health Wisconsin and UnitedHealthcare of Wisconsin serve every county. The other ten serve set county lists, from MercyCare in Rock and Walworth only to Chorus Community Health Plans in 68 counties. Members who do not choose are assigned one.
