Rehabs That Take Horizon Blue Cross

Horizon Blue Cross Blue Shield is New Jersey’s largest insurer, and New Jersey gives people seeking addiction treatment stronger legal protections than almost any other state in the country. A 2017 law removed prior authorization entirely from the first 180 days of in-network substance use treatment in each plan year.

The first 28 days of an inpatient stay also sit outside concurrent and retrospective review, with medical necessity determined by your own physician rather than the insurer. If no in-network bed is available, Horizon must grant a network exception so admission happens within 24 hours.

Why Trust RehabSeekers.com?

RehabSeekers is an independent behavioral health directory covering drug and alcohol addiction and mental health treatment providers.

Every listing has a source: an official register, a licensing record, or details the facility sent us.

Credentials shown honestly. Accreditation, licensing and registration listed separately.

Reviews shown exactly as written. Never edited, never removed because a facility asked.

No commission, no referral fees. Nothing a facility pays for changes where it appears.

Contact details always go direct. Calls reach the facility itself, never a call centre.

Common questions

Answered from what is listed here.

Does Horizon Blue Cross cover rehab?

Yes, Horizon Blue Cross Blue Shield covers substance use treatment, and New Jersey members have unusually strong protections. A 2017 state law removed prior authorization entirely from the first 180 days of in-network substance use treatment in each plan year, so treatment can begin without waiting for an insurer sign-off.

Residential Rehabhttps://rehabseekers.com/programs/residential/
Does Horizon Blue Cross require prior authorization for detox?

No, prior authorization does not apply to the first 180 days of in-network substance use treatment in a New Jersey plan year, and detox falls inside that window. Admission to an in-network detox program can proceed without waiting for Horizon to authorize it first.

Detox Centershttps://rehabseekers.com/programs/detox-centers/
Does Horizon Blue Cross cover inpatient rehab?

Yes, inpatient substance use treatment is covered, and in New Jersey the first 28 days of a stay sit outside concurrent and retrospective review. For those 28 days medical necessity is determined by your own physician rather than by the insurer's reviewers.

In practice that means a stay cannot be cut short by a utilization reviewer during the first four weeks of inpatient care.

Does Horizon Cover Drug and Alcohol Rehab?

Yes, and in New Jersey the terms are unusually favorable. Horizon covers medically supervised withdrawal, inpatient and residential treatment, partial hospitalization, intensive outpatient and outpatient care, and state law constrains how the plan may review those services.

New Jersey passed its substance use disorder law in 2017, at the height of the state’s opioid crisis. It was designed to remove the insurance obstacles that were delaying admissions while people were still willing to go, and it remains among the strongest state measures of its kind.

What the 2017 Law Requires

For the first 180 days each plan year of in-network inpatient and outpatient substance use treatment, benefits must be provided where your physician, psychologist or psychiatrist determines they are medically necessary, without prior authorization or other prospective review. The first 28 days of an inpatient stay are additionally free of concurrent and retrospective review. Where no in-network facility is immediately available, the insurer must grant a network exception so that admission occurs within 24 hours.

The facility must notify Horizon of the admission and the initial treatment plan within 48 hours, which is its obligation rather than yours. Providers also may not demand prepayment during those 180 days beyond your ordinary copay, deductible or coinsurance, which shuts down a practice that caused real harm before the law.
