Does MO HealthNet Cover Rehab in Missouri?

Yes. MO HealthNet covers behavioral health and substance use disorder services in both of its delivery systems, Managed Care and Fee-For-Service, according to the state’s covered-services chart. Members across the state can use rehab centers across Missouri that bills Medicaid, and the state calls the program “Missouri Medicaid (MO HealthNet)” on its own site.

The Missouri Department of Social Services runs MO HealthNet through its MO HealthNet Division. Missouri is a Medicaid expansion state: voters passed Article IV, Section 36c on August 4, 2020, and since July 1, 2021 adults from 19 through 64 have qualified with income as high as 138 percent of the poverty line.

Who pays for MO HealthNet rehab, the health plan or CSTAR?

Both, for different services. MO HealthNet Managed Care plans cover general behavioral health and substance use care, but Comprehensive Substance Treatment and Rehabilitation, called CSTAR, is carved out to Fee-For-Service and run through the Department of Mental Health, Division of Behavioral Health. CSTAR has tracks for women and children, adolescents aged 12 to 17, the general population and opioid treatment.
