What DUI or DWI program does Missouri require, and who certifies it?

Missouri requires SATOP, the Substance Awareness Traffic Offender Program, after an alcohol or drug related traffic offense. SATOP providers are certified by the Division of Behavioral Health within the Missouri Department of Mental Health. The same division certifies substance use treatment programs under state rules 9 CSR 30-3 and 9 CSR 10-7.

SATOP levels run from the Offender Education Program, a classroom course, up to the Serious and Repeat Offender Program for people with more serious or repeat offenses. The division sets the hours for each level. Ask a SATOP provider or the division for the current requirement rather than relying on figures from older web pages.

An education course is not clinical treatment. If the assessment finds a substance use disorder, the required level can include counseling or a full treatment program. Missouri also runs DWI courts as one type of treatment court under RSMo 478.001. When state or federal funds pay for care, those courts refer participants to DMH-certified programs.
