Virginia Medicaid (Cardinal Care)

Treatment Centers in Virginia That Accept Virginia Medicaid (Cardinal Care)

Virginia Medicaid, called Cardinal Care, pays for drug and alcohol rehab through its Addiction and Recovery Treatment Services benefit, delivered by whichever of five health plans the member joins: Aetna Better Health, Anthem HealthKeepers Plus, Humana Healthy Horizons, Sentara Community Plan or UnitedHealthcare. Detox, residential stays, counseling and medications for addiction treatment all fall under that benefit, and members pay no copays.

Cardinal Care programs below are drawn from registers kept by government agencies and from Virginia’s own licensing files, with every program’s care levels spelled out. Substance use programs in Virginia are licensed by the Department of Behavioral Health and Developmental Services under 12VAC35-105, and filtering by city or by type of care shortens the list.

Common questions about Virginia Medicaid (Cardinal Care)

Answered from what is listed here.

Does Virginia Medicaid pay for rehab?

Cardinal Care is the unified name for Virginia Medicaid, and its ARTS benefit reaches from withdrawal management through residential care to medication and peer recovery support. Facilities recording Cardinal Care all record Medicaid acceptance, and nearly all record outpatient treatment too, so the provision leans toward community-based care rather than travel-in admissions.

What levels of care do Cardinal Care rehabs offer?

Outpatient treatment sits alongside Cardinal Care at nearly all of these Virginia facilities, with telehealth close behind. Walk-in intake and approaches outside the traditional step fellowship model appear noticeably more often than the site average, which matters when assessment is needed quickly.

How do you pay for rehab in Virginia without Medicaid?

Other payment routes stay open where a program sits outside the Cardinal Care network. Self pay is recorded at nearly all of these Virginia facilities, and state-funded places at the larger part of them.

A sizeable minority also record sliding scale fees, with payment assistance noted less often, so ask at intake which of those applies.

Does Virginia Medicaid (Cardinal Care) Cover Rehab in Virginia?

Yes. Virginia Medicaid covers drug and alcohol rehab through Addiction and Recovery Treatment Services, or ARTS, a benefit launched in 2017 that added community-based treatment, inpatient detox and residential care. ARTS reaches every Cardinal Care member who meets ASAM medical necessity criteria, FAMIS and FAMIS MOMS members included, at Virginia drug and alcohol rehabs in a plan network.

Cardinal Care is the name the Virginia Department of Medical Assistance Services, at 600 East Broad Street in Richmond, gives to all of its Medicaid and FAMIS coverage. Cardinal Care Medicaid coverage took its current shape on October 1, 2023, when Medallion 4.0 and Commonwealth Coordinated Care Plus merged into a single managed care program.

Which Cardinal Care health plan pays for rehab?

The member’s own health plan pays, because addiction treatment is carved in rather than run by a separate vendor. Since July 1, 2025 the plans are Aetna Better Health of Virginia, Anthem HealthKeepers Plus coverage, Humana Healthy Horizons, Sentara Community Plan and UnitedHealthcare Community Plan, all statewide. Members outside a plan use fee-for-service, authorized by Acentra Health.
