Does Regence Cover Drug and Alcohol Rehab?

Yes. Regence covers medically supervised withdrawal, residential treatment, partial hospitalization, intensive outpatient and outpatient care, and medication for opioid use disorder, across all four states it serves.

What differs across those states is not the benefit so much as the environment around it: how tightly the state regulates utilization review, how much treatment capacity exists, and what happens when addiction meets the criminal justice system.

Four States, Four Frameworks

Washington regulates behavioral health parity actively and requires recognized criteria for medical necessity. Oregon has among the more generous coordinated care arrangements on the Medicaid side and has restructured its approach to drug possession twice in five years. Idaho and Utah have thinner public systems and less prescriptive insurance regulation. A Regence member’s practical position depends heavily on which of the four they are in.

Oregon’s Deflection Programs

Oregon decriminalized possession of small amounts of drugs in 2020 and reversed course in 2024, making possession a misdemeanor again while requiring counties to establish deflection programs. Deflection means police may direct someone toward treatment and services rather than charging them, and counties across the state have built these programs since.
