Intensive Outpatient Programs (IOP) in California

An intensive outpatient program, or IOP, provides structured substance use treatment for several hours a week while you keep living at home, working or going to school. California’s IOP listings cluster in Los Angeles, Orange, Riverside, San Bernardino and San Diego counties, and in the Bay Area and Sacramento regions. Sixty percent of listed programs sit in urban areas, 36 percent in towns and 4 percent in rural areas.

Listing details come from government treatment registers, state licensing records, accreditor listings and information the providers sent in themselves. Use them to compare schedules, payment options and the groups each program serves. Then call the admissions team to confirm what fits your situation.

Common questions about IOP

Answered from what is listed here.

Where are IOP programs in California?

Start by looking at San Diego, University Research Park, Old Fig Garden, Huntington Beach and Sherman Oaks, the California places where listings for intensive outpatient treatment cluster. Readers living around Anaheim or Los Angeles can also ask a program about its weekly schedule and travel time before choosing one.

Intensive Outpatient Programs (IOP) in San Diegohttps://rehabseekers.com/locations/us/california/southern-california/san-diego/iop-san-diego/
Do IOP programs in California take Medi-Cal?

About half of the intensive outpatient programs in California record accepting Medi-Cal. Coverage depends on the provider taking part, so ask intake staff whether they bill it.

Medi-Cal addiction treatment is arranged through county-contracted Drug Medi-Cal providers and, in counties that opt in, the Drug Medi-Cal Organized Delivery System, rather than through a single list of health plans. Your county alcohol and other drug program can explain which route applies.

Rehab Centers in California That Accept Medi-Calhttps://rehabseekers.com/locations/us/california/medi-cal/
Are there IOP programs near a river in California?

The median distance from an intensive outpatient program in California to the nearest river is about 10.4 miles, and nearly all of the intensive outpatient programs in California have one within 25 miles.

The most-named rivers near these programs are the Santa Ana River, the Los Angeles River and the South Fork Santa Clara River. Distances start from each program's address, and a nearby river is a matter of location.

Rehab Centers Near Rivershttps://rehabseekers.com/attractions/rivers/

What is an intensive outpatient program for substance use in California?

An intensive outpatient program is a scheduled, nonresidential level of care. The ASAM Criteria, the national placement standard, call it Level 2.1 and set it at 9 or more hours of treatment a week for adults and 6 or more for adolescents. Most of those hours are group counseling. Programs also offer individual sessions, family work, education about substance use and coordination with prescribers for medication. In California, the Department of Health Care Services (DHCS) licenses and certifies outpatient substance use providers through its Licensing and Certification Division. Ask each program how its weekly schedule matches the ASAM level it reports.

Some California IOPs treat mental health conditions only. Those programs follow different rules and are not substance use IOPs. If you need care for both, ask whether the program treats co-occurring conditions in one schedule.

California’s IOP listings are mostly close to rivers and the coast. Ninety-four percent sit within 25 miles of a river, at a median distance of 10.4 miles, and the Santa Ana River is the one most often nearby. For 70 percent of listings the nearest airport is a major one, a median of 8.8 miles away. Hollywood Burbank is the airport that comes up most often.

How many hours a week does IOP take, and how long does it last?

Adult IOP runs at least 9 hours a week under ASAM Level 2.1, and how long it lasts depends on your assessment, not on a fixed calendar. The hours are usually spread across three or more days. The table below sets IOP next to the levels just below and above it, using the ASAM Criteria.

Level of careSettingWeekly treatment hours
Outpatient (Level 1)Live at homeFewer than 9 (adults)
Intensive outpatient (Level 2.1)Live at home9 or more (adults), 6 or more (adolescents)
Partial hospitalization (Level 2.5)Live at home, day program20 or more
Residential (Level 3)Live on site24-hour structure

No single standard length applies to IOP. Clinicians review progress at set points and may extend the program, move you down to standard outpatient care in California, or recommend more support if a return to use or new symptoms make that safer.

Is IOP the right level of care, or is PHP or residential needed?

An assessment by a qualified clinician decides the level of care. IOP usually fits people who are medically stable, have a safe place to live and can manage most days without round-the-clock support. Withdrawal from alcohol, benzodiazepines or opioids can be dangerous. If the assessment finds that risk, withdrawal management comes first, and California’s detox listings show where it is offered.

The assessment may instead point to more structure. That can mean partial hospitalization in California or residential treatment, often with a later step down to IOP. Under Family Code 6929, California minors aged 12 and older may consent to their own counseling for a drug- or alcohol-related problem. DHCS rules for block-grant-funded programs also give pregnant women preference in admission.

Does Medi-Cal or private insurance cover IOP in California?

Medi-Cal, California’s Medicaid program, pays for substance use treatment through county-contracted Drug Medi-Cal providers. Whether a given IOP accepts it depends on that program’s county arrangement. Counties that opted into the Drug Medi-Cal Organized Delivery System run their own provider networks. Calling your county’s substance use access line is often the quickest way to find an in-network IOP. The Medicaid listings show which programs report taking it.

DHCS also administers the federal substance use block grant, which funds care for people without coverage. You can find those programs among state-funded options. If you have Medicare, ask the program directly whether it bills Medicare for IOP, and compare Medicare listings in California. Private plans differ on networks and prior authorization, so confirm both before your first session. Veterans can ask VA medical centers in San Francisco, Long Beach, San Diego and other cities about outpatient care, or compare veterans programs.

Can I attend IOP in the evenings or online in California?

Many California IOPs list day, evening or virtual schedules, so you can often keep a work or school routine. Medi-Cal reimburses Drug Medi-Cal services delivered by live video, and by audio-only calls in certain situations. Under a 2023 DHCS notice, the initial assessment may also be done by video. Telehealth programs in California show which providers report remote sessions.

Each listing notes the insurers, languages and groups a program reports serving. Families can compare teen programs, and Spanish speakers can browse Spanish-speaking providers. For other treatment types statewide, start from the California overview.

Checking a license and getting help

The DHCS Licensing and Certification Division holds licensing and certification records for outpatient and residential substance use providers. Before enrolling, ask intake staff for the program’s license or certification number and check its status with that division. DHCS also runs a toll-free SUD Non-Emergency Treatment Referral Line at (800) 879-2772. The line is automated and connects callers to their county alcohol and other drug program. In a crisis, call or text 988 at any hour.
