Mercy Care’s AHCCCS Complete Care plan with a Regional Behavioral Health Agreement, known as ACC-RBHA, covers physical health and behavioral health, including substance use, for AHCCCS members in Maricopa, Pinal and Gila counties. AHCCCS fixes that benefit for every plan, so rehab programs in Arizona see one service list for Mercy Care members.

Mercy Care is a not-for-profit plan sponsored by Dignity Health and Ascension Care Management, run day to day by Aetna Medicaid Administrators, LLC, and holding an AHCCCS contract since 1985. Formerly Mercy Maricopa Integrated Care, Mercy Care AHCCCS plans now include ACC-RBHA, Long Term Care, Developmental Disabilities, the foster care plan and Mercy Care Advantage.

Is Mercy Care part of Aetna?

Not by ownership yet, though Aetna has administered Mercy Care since 2002 and lists it as its Arizona Medicaid plan under the Aetna Better Health banner. In 2026 Ascension and Dignity Health agreed to transfer ownership to Aetna, and in September 2026 the deal was reported as awaiting regulatory approval.
