Does Mercy Care Cover Drug and Alcohol Rehab?

Yes. Coverage includes assessment, medically supervised withdrawal, residential treatment, intensive outpatient, outpatient counseling, medication for opioid use disorder, case management and peer support, with little or no cost to members.

Mercy Care is a not-for-profit health plan operating within AHCCCS, Arizona’s Medicaid program, and administered by an Aetna company. It holds contracts covering several populations, including AHCCCS Complete Care members and, in Maricopa County, people designated as having a serious mental illness.

Mercy Care administers services for people with a serious mental illness designation in Maricopa County, and that population overlaps heavily with substance use. Treating one condition while ignoring the other produces short remissions and repeated crises.

If you hold an SMI designation, the services available to you are broader than standard: assertive community treatment, supported housing, supported employment and peer support are all part of the benefit. Ask for integrated dual diagnosis treatment specifically rather than being routed to addiction services and psychiatry separately.

What the Benefit Reaches

The full continuum is covered: withdrawal management at several intensities, residential treatment, partial hospitalization, intensive outpatient, ordinary counseling, medication for opioid dependence, case management and peer support. Maricopa County has more residential capacity than anywhere else in Arizona, which works in members’ favor.

Authorization is needed for detox and residential admission, and residential stays are reviewed as they proceed rather than approved in full at the outset. Ask a program what happens at that review and what it does if an extension is refused, because that is the point at which families are usually caught unprepared.

Arizona removed prior authorization for medication treating opioid use disorder, which takes a delay out of the process where it matters most. Emergency care applies regardless of anything else, and withdrawal from alcohol or benzodiazepines can cause seizures, so an emergency department is the right destination rather than a queue.

Grievances go to Mercy Care and then to AHCCCS, with a state fair hearing beyond that. The SMI question is the one most often missed, and it changes what is available considerably.

Tribal Members in Maricopa County

Arizona has one of the largest Native American populations of any state, and a substantial number live in the Phoenix metropolitan area rather than on tribal land. AHCCCS operates the American Indian Health Program as an alternative to a managed care plan, allowing care through Indian Health Service and tribally operated facilities alongside the wider network.

Several tribal health organizations run addiction services grounded in cultural practice, and engagement tends to be better where treatment fits someone’s community rather than sitting outside it. If you are American Indian or Alaska Native, both routes are open and choosing one does not close the other, so it is worth asking what each offers.

Wraparound Support and Aftercare

AHCCCS plans cover services commercial insurance frequently does not: case management, peer support delivered by people with lived experience, and non-emergency transport. In a metropolitan area as spread out as Phoenix, transport is a genuine determinant of whether someone completes a course of treatment.

Continuing outpatient care and medication management after residential treatment are covered. Recovery housing is not a medical benefit, though Arizona has a certification arrangement for recovery residences that is worth checking before moving in.
