Ownership has changed twice. Sixteen nonprofit hospitals and physician-hospital organizations, among them Meridian Health, Hackensack University Medical Center and Robert Wood Johnson University Hospital, owned the company until Cigna agreed to buy QualCare Alliance Networks in January 2015. Plans were then branded “QualCare, a Cigna company.” Cigna sold the group to Mitchell | Genex | Coventry, now Enlyte Group, LLC, in a deal completed on July 1, 2021, and Enlyte has since folded the network into the Coventry Integrated Network and markets it chiefly for workers’ compensation.

That history explains why two cards carrying the same name can lead to entirely different answers at an admissions desk. A self-funded employer plan, a marketplace plan from Oscar Health using QualCare for network access, and a work-injury claim are three separate arrangements. This guide covers which levels of care are usually written into those plans, where precertification applies, what a stay costs, how medication is handled, and how to tell which door the card opens before a program is called.

Does QualCare Cover Drug and Alcohol Rehab?

It depends on the plan behind the card. QualCare supplies the network and administers the claim; the substance use benefit is set by the self-funded employer’s plan document or by the insurer renting the network. On plans administered by QualCare under Cigna, inpatient and outpatient substance use treatment sits inside the medical benefit with case management and referral support.

No QualCare document listing substance use benefits, visit limits or copays has been published, so the plan document and the toll-free number on the back of the ID card are the only places those answers exist. Where Oscar is the insurer and QualCare is only the network, the benefit, the authorization rules and the appeals route all belong to Oscar.

Which QualCare is on the card? A group health plan administered by QualCare, a plan from another carrier that rents the QualCare network, or a workers’ compensation claim handled through Coventry and Qual-Lynx. Work-injury coverage is separate from health insurance and is not a route into addiction treatment. What Does a QualCare Plan Pay For at Each Level of Care?

Cigna, which administered the QualCare-branded health plans, describes a full ladder: ambulatory detox, inpatient detox, inpatient acute care, inpatient residential treatment of 28 days or more, partial hospitalization, intensive outpatient and routine outpatient counseling. The level is matched to clinical need at assessment, and the share of the bill is whatever the employer’s plan sets.

Medical Detox

Both ambulatory and inpatient withdrawal management appear on the list of covered levels. An inpatient admission for medical detox needs precertification on a plan administered by QualCare; an emergency admission does not, though it has to be reported to the plan within one business day. Alcohol and benzodiazepine withdrawal can produce seizures, and acute withdrawal belongs in an emergency department regardless of any network question.

Residential and Inpatient

Residential rehab of 28 days or longer and inpatient acute care are both described as covered levels on Cigna employer plans. Every inpatient stay under Open Access Plus administered by QualCare requires precertification, and continued stay is reviewed against the plan’s own medical necessity criteria rather than a fixed night count. PHP, IOP and Outpatient

Partial hospitalization is described as five to seven days a week for six to eight hours a day, and intensive outpatient as three to five days a week for three to four hours a day. Who Manages Behavioral Health on a QualCare Plan?

On Cigna employer plans, behavioral health benefits are administered by Evernorth Behavioral Health, Inc., and the contact sheet for Open Access Plus administered by QualCare carried a separate behavioral health referrals line at 1.800.926.2273. Where QualCare is only the rented network, the behavioral manager is whichever vendor that insurer uses.

Cigna states access expectations for its network behavioral providers: a non-life-threatening emergency within six hours, an urgent appointment within 48 hours and a routine appointment within ten working days. If an intake is quoted further out than that on a Cigna-administered plan, the behavioral line is worth a second call.

How Much Does Rehab Cost With QualCare?

There is no single QualCare cost share, because the employer funds the benefits and each group writes its own. Cigna states that mental health and substance use care falls under the employer’s medical plan with no separate behavioral deductible, so the plan’s ordinary deductible, coinsurance and out-of-pocket maximum are the numbers that decide the bill.

Does QualCare Cover Suboxone, Methadone and Other Addiction Medication?

No published QualCare document states formulary status for buprenorphine, naltrexone or methadone, so this is a question for the plan rather than an answer the name itself gives. On Cigna-administered plans the pharmacy benefit ran through Cigna, with prescription information on 800.325.1404 and pharmacy prior authorization on 1.800.244.6224, and a 2019 broker notice named Express Scripts as the pharmacy vendor for QualCare groups.

Where the Prescription Is Filled

Medication given during an inpatient or residential stay is paid under the medical benefit and folded into the authorized stay. A buprenorphine or Suboxone prescription filled at a pharmacy afterwards falls under the plan’s drug list, with its own tiers and prior authorization rules, so the formulary is worth reading before discharge rather than at the counter.

What to Ask Before Admission

Ask the number on the card four things: whether buprenorphine, naltrexone and the Vivitrol injection are on the drug list and at which tier, whether dosing at a methadone clinic is billed as a program service rather than a pharmacy fill, whether office-based prescribing needs authorization, and which vendor reviews the request. Get the answers in writing where the plan will give them.

Which Rehab Centers Are In-Network With QualCare?

A program is in-network when it holds a contract for the specific product on the card, whether that is the Cigna Open Access Plus network used for Shared Administration or the QualCare network another carrier has rented, and when it is licensed in its state to deliver the level of care. The directory tied to that product, not the QualCare name alone, is where status is settled.

Each listing shows the payments the program says it accepts, its licensing and accreditation, and the distance to the nearest airport, so a shortlist can be drawn up before the call that settles network status.

How Do I Find a Rehab That Takes QualCare?

Start with the card and work outward. Open Access Plus administered by QualCare points to Cigna’s Shared Administration provider directory, with customer service, eligibility and precertification listed on 1.844.883.2423 and the member portal at myqualcarehealth.com. Oscar members reaching providers through QualCare call Oscar Member Services on 855-672-2755.

Geography narrows the search quickly. The network covers New Jersey, the New York City area and the Philadelphia area, and contracts move: the agreement between Children’s Hospital of Philadelphia and QualCare, Inc. ends on June 30, 2026, after which its hospitals, physicians, home care and specialty pharmacy are out of network for Oscar members using QualCare, with transition-of-care periods for treatment already under way.

Is QualCare the Same as Cigna, Oscar or Enlyte?

No. Cigna owned QualCare from 2015 to 2021 and branded the plans “QualCare, a Cigna company,” then sold the group to Mitchell | Genex | Coventry, now Enlyte, on July 1, 2021. Oscar is a separate insurer that rents network access in New Jersey. Enlyte is the current owner and runs the name mainly as a workers’ compensation network through Coventry, with Qual-Lynx handling property, casualty and work-injury claims.

One further wrinkle: whether group health administration under the QualCare name continues in 2026 is not stated anywhere public, and some New Jersey groups left the QualCare and Cigna platform as early as October 2019. If a program says it takes QualCare, ask which plan and which network it means before anything else is discussed.
